Sacramento County is valley floor almost everywhere, and its tree stock splits cleanly in two. The older neighborhoods and the river corridors hold native valley oaks and interior live oaks, many of them well over a century old and far larger than the yards now around them. The postwar and newer subdivisions hold planted street trees on a much shorter cycle: Chinese pistache, crape myrtle, London plane, ornamental pear. The two need opposite things. A mature valley oak wants minimal, structural pruning and undisturbed soil over its roots; a twenty-year-old London plane in a narrow planting strip wants regular clearance work and root management before it lifts the sidewalk.

Terrain and soil

Flat valley floor, mostly clay loam, turning to sandy loam along the American and Sacramento river corridors. Access is rarely the constraint. Overhead lines, narrow planting strips and tight back yards usually are.

Climate

Hot Mediterranean summers regularly over 100°F with almost no rain, then wet winters. Trees go into fall already water-stressed, which is when limb failure on over-extended oaks tends to show up.

Tree Permits in Unincorporated Sacramento County

Outside city limits, Sacramento County Code Chapter 19.12, Tree Preservation and Protection, is the ordinance that applies.

What it protects: Native oaks only: valley oak, interior live oak, blue oak and oracle oak. A non-oak of any size falls outside the chapter.
The size that triggers it: 6 inches diameter at breast height on a single trunk, or 10 inches aggregate on a multi-trunk tree.
The part that catches people out: The chapter does not apply to an ordinary subdivision lot of 10,000 square feet or less built with a house, duplex or halfplex, so many homeowners need no county permit at all. Land in the 100-year floodplain is never exempt, and the rules only run inside the Designated Urban Area the chapter maps out. A Sacramento mailing address does not tell you whether you are in the city or the county.

Possibly not. County Code Chapter 19.12 protects native oaks at 6 inches diameter and above, but it exempts lots of 10,000 square feet or less that were created by a subdivision map of five or more lots and hold a house, duplex or halfplex. That covers most suburban yards. The exemption falls away inside the 100-year floodplain. If your address is inside Sacramento, Folsom, Elk Grove, Citrus Heights or Rancho Cordova, the city ordinance applies instead and is generally stricter.
